I believe it's not a time for the shit right now. The situation is way more serious than you may think. Numerous users have already abandoned 5ch due to the script posting attack. I estimate that half of the posts on 5ch are made by scripts, making it impossible for users to communicate each other.
Please consider implementing Turnstile by CloudFlare. Some 5ch-compatible boards like エッヂ、嫌儲オルグ、ぷにぷに have already proven its effectiveness, and users would welcome its implementation.

You should implement Captcha in the be.5ch.net registration form or set up a managed challenge with Cloudflare WAF for the entire be.5ch.net. Then you can easily ban bots by simply setting "BBS_BE_ID=1" on a board that is being indiscriminately trolled by bots.
However, in order to prevent confusion among users, the BBS must be notified when setting it.
It is most easy way.

一度captcha入れたのに連投規制入れてなかったから認証通したクッキーで爆撃されて結局captcha切って
その後今度は逆に連投規制だけ入れてIPコロコロで埋め立てられてたバカ運営にTurnstile入れろって言っても同じことになるだけだよ
