I'm pretty sure English skill is subjective, majority of English speaker in world are ESL but Japanese are worst writer/speaker in world arguably. Not talking about You in particular though.
There are saying that Indians would be much less hated if only they didn't use western interrnet, But I think many will dislike Japanese for how awkward their writing are.
I keep telling Japanese people who aspire to improve at English to simply browse english forum/imageboard casually without thinking too much about learning English because the goal of learning English is not about being as close to native speaker as possible but actually about reaching the universal standard of English.
I've personally seen a lot of improvement from rambling in notepad about anything that crosses my mind, it's will take a lot of effort to write in decent prose at start but that means there's lot of room for improvement. I'm sure you can use ChatGPT to correct your writing too.
