That looks like ok about 100 milliseconds to pie that is normal speed
any faster might be faster than light. Could it be
server troubles? Something needs an upgrade?

It looks like some Cogent's servers has some problems.
Because they are causing packet loss.
In this case, no problem on PIE servers.
And we can do nothing but say "fuckin cogents!" or try to use a proxy.
