so what? who cares about what's going on behind a curtain? as long as they can be using what are provided, i don't see any problem with it.
and it is indeed a group of volunteers, or not even an organized group. they are only people that think they are doing something nice as they feel like.
think of this, why are there such volunteers instead of actual workers, if you can think.

削除人は、他人のレスの内容を判断し削除できるという、一般の利用者にはない非常に重い権限を持っているのだから、
それに付随する形で義務が生じるのは当然の事。権利だけがあって義務はない、等という事はあり得ない

3日というのは一例として出しただけで、一週間くらいでもいいとは思う
ただ、はっきりと期限を切る必要はあるし、努力目標と言った、破ったところでなんのペナルティもないような曖昧な形ではなく、
命令とそれに違反した際の罰則という形で、強制力を持たせる必要がある
でなければ、呼び出しに応じない削除人はいつまでも逃げ回るままで、結局うやむやにされるだけ

いきなりキャップ及び全ての権限剥奪は重すぎる、というのなら、回数制にすればいい
初回は一週間の権限停止、2回目は一ヶ月の停止、3回目で永久剥奪、というような感じで
その程度すら厳しいというのなら、最初から削除人などすべきではない
見るべきスレを見ないという事は、重要な連絡を見過ごして行うべきではない削除を行ってしまうなどの
ミスを犯す可能性も高いわけで、削除人としては明らかに不適格
